Bolivia has inadequate institutions on which farmers can rely for technical advice. The scope for improvement appears to be considerable, however, if appropriate technologies are generated and diffused. Government intervention has been haphazard, resulting in a poorly defined pricing and investment policy. For pricing policy, this report recommends that the government: (i) create a unit to design pricing policies for items it intends to control and to publish these prices; (ii) discontinue setting prices which have been unenforceable; (iii) use border prices as a reference point for fixing domestic producer prices; (iv) dissolve the bodies responsible for purchasing cereals at official producer prices; (v) phase out the subsidy on wheat; (vi) lift regulations restricting the sugar cane producing sector; (vii) remove export regulations; (viii) investigate transferring some agroindustries to the private sector; and (ix) abolish price regulations for competitive agro-based commodities. Investment strategy should specify the role of domestic executing agencies, the coordinating mechanisms between institutions, the resources needed, and the contribution of each project to the overall strategy.

Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources.

Despite the attempts of a number of Latin American republics to redistribute land resources and carry out agrarian reform programmes, ’the land question’ remains a vital political issue throughout the region. This book focuses on Bolivia, where government proposals to replace a radical agrarian reform law of 1953 with a neo-liberal Ley INRA provoked heated public debate and violent campesino clashes with the police (witnessed by the author) in September/October 1996. The first five chapters are largely concerned with theoretical aspects and a review of Bolivia’s agrarian reform legislation: the remaining six chapters are devoted to an analysis, from the viewpoints of participant campesinos and the researcher, of agricultural change in Aymara communities beside Lake Titicaca, where the author has conducted research over nearly 30 years. Currently lakeside farming is under severe threat as a result of land degradation, limited cash resources, rural-urban migration, tourism and commuterisation.
