The disaster spurred large-scale social and political changes in Aceh, including the intensified implementation of shari‘a law and an end to the long separatist conflict. After the Tsunami explores Acehnese survivors’ experiences of the deadly waves and the subsequent reconstruction process through the stories they tell about the disaster. Narratives, author Annemarie Samuels argues, are both a window onto the process of remaking everyday life and an essential component of it. Building on long-term ethnographic fieldwork, Samuels shows how the everyday work of recovery is indispensable for any large-scale reconstruction effort to succeed. Recovery is an ambiguous process in which grief remains as life goes on, where optimism and disappointment, remembering and forgetting, structural poverty and the rhetoric of success are often intertwined in individual and social worlds. Such paradoxes are key and form a thread through the five chapters of the book. The author interrogates: 1) How did guardians and their companion animals survive the large disaster?; 2) Why was the relationship between guardians and their companion animals ignored during and after a disaster?; and 3) What structures and/or mechanisms shaped the outcomes for animals and their guardians? Through a critical realist framework, combined with a theoretical perspective developed by Roy Bhaskar and his colleagues, the author argues that despite the trivialization of companion animals by government officials, relationships between animals and guardians were often able to be maintained, in some cases through great pains by the guardians. On March 11, 2011, at 2:46 p.m. local time, the Great East Japan Earthquake with moment magnitude 9.0 generated a tsunami of unprecedented height and spatial extent along the northeast coast of the main island of Honshu. The Japanese government estimated that more than 250,000 buildings either collapsed or partially collapsed predominantly from the tsunami. The tsunami spread destruction inland for several kilometers, inundating an area of 525 square kilometers, or 207 square miles. About a month after the tsunami, ASCE?s Structural Engineering Institute sent a Tsunami Reconnaissance Team to Tohoku, Japan, to investigate and document the performance of buildings and other structures affected by the tsunami. For more than two weeks, the team examined nearly every town and city that suffered significant tsunami damage, focusing on buildings, bridges, and coastal protective structures within the inundation zone along the northeast coast region of Honshu. This report presents the sequence of tsunami warning and evacuation, tsunami flow velocities, and debris loading. The authors describe the performance, types of failure, and scour effects for a variety of structures: buildings, including low-rise and residential structuresrailway and roadway bridgesseawalls and tsunami barriers breakwaterspiers, quays, and wharvesstorage tanks, towers, and cranes. Additional chapters analyze failure modes utilizing detailed field data collection and describe economic impacts and initial recovery efforts. Each chapter is plentifully illustrated with photographs and contains a summary of findings. For structural engineers, the observations and analysis in this report provide critical information for designing buildings, bridges, and other structures that can withstand the effects of tsunami inundation.
