This policy brief summarizes the results of a UNU-WIDER project on war and reconstruction in Africa directed by Tony Addison, which is now published as From Conflict to Recovery in Africa. As this study makes clear, peace is often elusive and economic policy can play a major role in supporting the efforts of those working at the national and international levels to build peace. Above all it is crucial to focus post-conflict policies on the needs of the poor, so that recovery is broad based in its benefits, and does not simply benefit a narrow elite.

For Africa to recover, communities must reconstruct, private sectors must revitalize, and states must transform themselves. Thus, unless communities rebuild and strengthen their livelihoods, neither reconstruction nor growth can be poverty-reducing. But communities cannot prosper unless private investment recreates markets and generates more employment. And neither communities nor entrepreneurs can realise their potential without a development state-one that is democratically accountable and dedicated to poverty-reducing development. The international community can do much to assist-through more aid, debt relief, and peacekeeping-but ultimately the future lies in the hands of Africans themselves.

The waning of the Cold War means that major political powers no longer feel compelled to support African authoritarianism. Revised official consensus holds that, in Africa as elsewhere, political reform must accompany economic adjustment. According to this view, African recovery requires a reduction in the size and economic role of monopolistic and inefficient states, and their transformation into accountable liberal democracies. Is this a desirable and practicable political programme? Certainly, all over Africa the number of liberal democracies is growing. But can they survive and are they compatible with renewed economic growth? Richard Sandbrook answers these questions, and assesses the feasibility of the new political programme in reinforcing Africa's economic recovery. He argues that the programme has merit in the short term, but, in the longer term, a more self-reliant, state-directed approach should be adopted to ensure prosperity and durable democracy in the region.

Africa has experienced dozens of conflicts over a variety of issues during the past two decades. Responding to these conflicts requires concerted action to manage the crises – the violence, the political discord, and the humanitarian consequences of prolonged fighting. It is also necessary to address the long-term social and economic impacts of conflict, to rebuild communities, societies and states that have been torn apart. To accomplish this requires the involvement of institutions and groups rarely considered in formal official African conflict management activities: schools, universities, religious institutions, media, commercial enterprises, legal institutions, civil society groups, youth, women and migrants. Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.
