The Physical Science Laboratory (PSL) of the New Mexico State University (NMSU) provided support for the Air Force Geophysics Laboratory (AFGL) balloon telemetry systems. Support included updating and modifying existing land-based and mobile telemetry facilities located at holloman AFB. Software was generated to utilize these facilities during computer-supported balloon operations. The activity during this report period was primarily concerned with the direct pre-flight and flight support of twenty-four (24) free balloon and seven (7) tether balloon missions at Holloman AFB and various remote locations. Extensive effort was also made in upgrading the Building 850 Control Center configuration for a more efficient operation while also generating up-to-data documentation. The telemetry room computer equipment was reconfigured with major changes in both hardware and software systems. The telemetry van computer system was also upgraded to the same level of support as the telemetry room system. A continuing effort was made to improve the quality of support given to Air Force Geophysics Laboratory and to the other agencies and users involved in the balloon operations as well as to enhance the utilization of the equipment and facilities at AFGL and Holloman AFB. The ability to control balloon descent rates has been improved through use of a modified gas valve which has a range of openings. The descent rates obtained with this valve are more constant than those obtainable with the standard gas valve. Atmospheric temperature lapse rate and other thermal and aerodynamic influences are unquantifiable factors affecting balloon vertical motion, but are better compensated for when use is made of a variable opening gas valve. Even with this valve, slow descents on the order of 200 fpm or less will have oscillations with short periods of time when ascents and leveling off will occur. (Author).

The requirements for the Air Launched Balloon System (ALBS) development program and the highlights of that program, prior to the flight test phase, are presented. The rationale behind an ambitious ALBS parachute subsystem test flight series, using C-130 aircraft, at the National Parachute Test Range is given, along with the initial system configuration chosen for that series. The test-demonstrated inadequacy of the 32-ft drogue chute is documented. The successes achieved subsequently in flights with a 28-ft drogue chute (in combination with the 42-ft main chute) are described, both for tests employing a dummy balloon and for later tests in which a real balloon was used. Attempts at partial balloon inflation at the NPTR are discussed. The unsolved parachute coning problem is also described, along with tests aimed at its solution. Planning and preflight preparations for the January 1978 balloon drop test over the White Sands Missile Range are covered in considerable detail. The abortive launch of that flight is related and an analysis of the reasons for the flight failure is presented. Five (5) appendices are included with supporting calculations.
