This book addresses the problems of administrative reform in Third World countries by examining recent reform efforts in Peru, Colombia, and Venezuela. Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.

The concept of decentralization embraces several distinct processes, including the deconcentration of governmental and administrative functions, involving both their physical relocation and the devolution of powers, whether political or economic. This book presents a theoretical framework for observations of such phenomena in Latin America, relating them to the modern, or post-modern, tendencies of fragmentation of monolithic structures in many countries and in many fields of human activity. As such it is the first book to systematically examine the process in a particular region and to relate theoretical concepts to Latin American realities. Part I includes chapters illustrating the process in Argentina, Bolivia, Brazil, Ecuador, and Peru. The focus shifts according to the particular context, some chapters emphasize the contradictions posed by state development and political, and administrative structures, while others examine the impact of neo-liberal economic measures in relation to spontaneous decentralization of people and activities. Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The aim of this book is to analyze the quality of entrepreneurial management and economic development in the Latin American region from a microeconomic point of view. It seeks to explain the Latin American way of business management as well as envision ways in which Latin American businesses can increase productivity and innovation in order to successfully compete in the global market. Latin America comprises nearly 8.5% of the global population and represents over 8% of the global GDP, yet it is home to only 12 (or less than 2.5%) of the world’s 500 largest companies. In this volume, the author analyzes the unique dynamics of Latin American corporate culture to consider the particular obstacles to more successful performance. Drawing evidence from dozens of companies across the eight largest Latin American economies, he notes that Latin American companies have evolved in the context of a highly aristocratic and oligarchic society, dominated by patriarchal families from the upper classes. Corporate structure, especially in family-owned companies, is based largely on patronage and privilege and often characterized by unnecessary hierarchy, redundant responsibilities and poor communication and information management systems. Operating in relative isolation, with little incentive to invest in innovation to compete against foreign products has reinforced this conservative culture. Taking a fresh perspective that focuses at the firm level, with an emphasis on corporate administration, the author presents a compelling explanation for Latin America’s delay in economic development and offers insights for promoting innovation and entrepreneurship, identifying promising industrial sectors and improving productivity and competitiveness on the global stage.
