In recent decades, a number of local archives and other primary sources for the history of the Achaemenid empire have been made available for the first time, or have received new treatment. Foremost among these are the Persepolis Fortification archive and the correspondence between the satraps of Bactria and Egypt and their respective staffs. Several contributors to this volume try to analyze the events and transactions documented by these sources in terms of bureaucratic and administrative protocols and to interpret them within an empire-wide network. Recurring patterns reveal a system of administrative hierarchies and structures. Among other things, the Achaemenid administration managed supplying official travelers, assuring regular communication between the empire's core and the provinces, and it used some of the same methods and institutions to manage supply, assignment and logistics of workers sent from the provinces to do labor service in the center of Persia. Another approach represented in this volume confronts these primary sources with information about Achaemenid imperial administration in classical sources, the primary material serving both as corrective and as analytical tool. Combined, these complementary approaches lead to a similar assessment: the imperial administration was not characterized by rupture and ad hoc responses to crises but rather by continuity and stability, and these long-term factors were important reasons for the unprecedented scope and endurance of this first world empire.

Excerpt from The Administration of Dependencies: A Study of the Evolution of the Federal Empire, With Special Reference to American Colonial Problems The study here undertaken was suggested by a conversation two years ago, on the problems arising from the recent acquisition of our Insular Possessions, in which it was emphasized that there is one clause of the Constitution of the United States - the clause by which Congress is given power "to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States" - to which the Supreme Court has never attached a definite and certain meaning. Believing that the authors of the Constitution, in framing that instrument, almost simultaneously with the enactment, by the American Congress, of an ordinance for the administration of the Northwest Territory as a dependency of the American Union, must have intended the only clause on this subject to express the true principles of the administration of dependencies, as they believed them to be, I attempted to ascertain the correctness of this belief. The inquiry necessitated a careful examination of the issues of the American Revolution, and, as a knowledge of the theory and practice of the administration of the American Colonies is essential to the understanding of these issues, my investigation extended back to the inception of the American Colonies in 1584. As a result of the inquiry, I found my belief fully corroborated - the clause in question in fact containing a statement of the principles of the administration of dependencies in a Federal Empire. During the last two centuries BCE, the Western Han capital of Chang'an, near today's Xi'an in northwest China, outshone Augustan Rome in several ways while administering comparable numbers of imperial subjects and equally vast territories. At its grandest, during the last fifty years or so before the collapse of the dynasty in 9 CE, Chang�an boasted imperial libraries with thousands of documents on bamboo and silk in a city nearly three times the size of Rome and nearly four times larger than Alexandria. Many reforms instituted in this capital in ate Western Han substantially shaped not only the institutions of the Eastern Han (25�220 CE) but also the rest of imperial China until 1911. Although thousands of studies document imperial Rome�s glory, until now no book-length work in a Western language has been devoted to Han Chang�an, the reign of Emperor Chengdi (whose accomplishments rival those of Augustus and Hadrian), or the city's impressive library project (26-6 BCE), which ultimately produced the first state-sponsored versions of many of the classics and masterworks that we hold in our hands today. Chang�an 26 BCE addresses this deficiency, using as a focal point the reign of Emperor Chengdi (r. 33�7 bce), specifically the year in which the imperial library project began.
