Recent trends have spurred the development of interagency service delivery collaboration among law enforcement agencies, but law enforcement leaders must understand the organizational dynamics, political maneuvering, and costs involved before committing their agencies to collaborative ventures. For interagency collaboration to be an available service delivery strategy, it must be perceived as being appropriate and acceptable to an organization. Attention must also be paid to agency resources, management accountability, and agency effectiveness. Research indicates that interagency collaboration promotes greater efficiency in service delivery, improves the role definition of participating agencies, improves the quality and quantity of program information, and minimizes political damage from reduced funding. Interagency collaboration, however, can be costly, and the formation of collaborative ventures will proceed best if there is consensus among participating agencies regarding how best to improve a community's service delivery system. The area with the greatest potential for collaboration involves juvenile justice. The primary vehicle for effecting greater interagency collaboration is community-oriented policing. Methods used to assess interagency collaboration are described such as trend and event analysis and strategic and transition management planning. Additional information on the study procedures and analysis is provided in appendixes.

Many of the pressing health problems facing communities worldwide are being addressed through collaborations between diverse organizations and individuals. Increasingly, this method to address community health issues is being required by both governmental and philanthropic funders. The literature on community collaborations has focused almost exclusively on the benefits to the community; however, this is only a partial picture of this complex phenomenon. The purpose of this study was to examine and understand the benefits to the communities, organizations, and individuals which participate in community collaborations focusing on a health-related issues. This study sought to explore the nature of these collaborations, motivations to participate, perceived quality of collaboration, and the predictors and outcomes of three benefit types: community, organizational, and individual. Using the Amazon Mechanical Turk platform for recruitment and utilizing a quantitative instrument, the study sampled 235 participants of community collaborations focusing on health problems. The results of the study identified four principal conclusions: (1) benefits are interrelated and occur at high intensities for communities, organizations, and individuals, (2) participants' motivation was the strongest predictor of benefits, (3) perceived quality of collaboration is a strong predictor of all three benefit types, and (4) a multivariate, complex model offers the best explanation of benefits. These findings extend the understanding of the process of collaboration and highlight the importance of considering the role and outcomes related to individuals. Additionally, the results emphasize the importance of collaboration quality. Many theories include collaboration characteristics such as leadership, communication, goals and resources within their frameworks but lack an exploration as to how the degree or quality of these factors impacts the process and ultimate outputs and outcomes of these partnerships. By examining both the individual and collective impacts of motivation, quality, and three types of benefits, this study provides an important advancement to further develop a theory of collaboration beyond current "black box models" and allows for the refinement of current best practices.

Through an examination of case studies, agency briefings, and existing reports, and drawing on personal knowledge and direct experience, the Committee on Assessment of Impediments to Interagency Cooperation on Space and Earth Science Missions found that candidate projects for multiagency collaboration in the development and implementation of Earth-observing or space science missions are often intrinsically complex and, therefore costly, and that a multiagency approach to developing these missions typically results in additional complexity and cost. Advocates of collaboration have sometimes underestimated the difficulties and associated costs and risks of dividing responsibility and accountability between two or more partners; they also discount the possibility that collaboration will increase the risk in meeting performance objectives. This committee's principal recommendation is that agencies should conduct Earth and space science projects independently unless: It is judged that cooperation will result in significant added scientific value to the project over what could be achieved by a single agency alone; or Unique capabilities reside within one agency that are necessary for the mission success of a project managed by another agency; or The project is intended to transfer from research to operations necessitating a change in responsibility from one agency to another during the project; or There are other compelling reasons to pursue collaboration, for example, a desire to build capacity at one of the cooperating agencies. Even when the total project cost may increase, parties may still find collaboration attractive if their share of a mission is more affordable than funding it alone. In these cases, alternatives to interdependent reliance on another government agency should be considered. For example, agencies may find that buying services from another agency or pursuing interagency coordination of spaceflight data collection is preferable to fully interdependent cooperation.
