It also designates the Canadian Coast Guard as a receiver of wreck for the purposes of Part 7 of the Act and requires receivers of wreck to take the necessary steps to identify and locate the owner of the wreck. Document aims to provide Parliamentarians with plain language background & analysis of proposed legislation. Reorganization of the Dept. of Fisheries & Oceans & the Dept. of Transport has led to a lack of clarity with respect to ministerial responsibilities. Reform would provide clear legislative authority for the operation of each department. Given the size & complexity of the Canada Shipping Act, the government decided that a complete overhaul in one bill would not be the most effective method of reform. Bill C-15 would be added at the beginning of the existing Act followed by a revised Part I covering ship registration, ownership & mortgages. Other parts of the act will be dealt with separately.
