Abstract: The aim of this article is to discuss how a weakening transatlantic relationship influences European defence cooperation and integration. It also asks how these observed patterns of weakening EU-US relations can be explained and what the consequences might be for the EU's efforts to build a stronger and more coherent security and defence policy. Building upon a "comprehensive neo-functionalist" approach first coined by the Norwegian scholar Martin Sæter, European security and defence policy should be seen as part of an externalisation of EU integration as a response to weakening transatlantic relations. The debate on European "strategic autonomy", the Strategic Compass, and the European "defence package" should therefore be considered as part of such an externalisation process of actively influencing and reshaping the transatlantic relationship. The transatlantic security relationship has been at the heart of cooperation since the onset of the Cold War and has been the foundation on which the stability of Europe has been built. Ties between the United States (US) and the European Union (EU) rival those between any other pair of international actors. After all, no other regions of the world are as closely connected in economics, security and politics as Europe and the US. This comprehensive volume makes conceptual progress and empirical contributions in accounting for how EU-US relations have been impacted by a context of multiple EU crises alongside a parallel change in US policies. The authors find strong evidence to suggest that the transatlantic relationship is weakening. This is partly a consequence of the EU’s internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors’ increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. This book was originally published as a special issue of the Journal of European Integration.

Oswald argues that European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. As U.S. leaders indicate a willingness to disengage from their former European protectorate, the Europeanization of Europe's own security needs—their ability to take care of their own crises—will proceed apace. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. Instead, Oswald argues, European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. In the 21st century, the transatlantic bargain that has framed the relationship between the United States and its NATO allies is under more scrutiny than ever before. In a changed geopolitical environment, one characterized by the complexity of modern military operations, the growing power of China, and a climate of economic austerity in the West, a consensus has emerged on both sides of the Atlantic as to the need for a revised bargain to accommodate the changing dynamics of global politics. Washington is becoming less and less willing to tolerate what it sees as fundamental gaps within the Alliance -- in defense spending, capabilities, and military transformation -- and is sending clear signals to its European allies, as well as NATO partners, that they must take on a greater share of Alliance burdens, accelerate efforts to generate capabilities and resources, and move away from a deeply-entrenched culture of dependency. European allies are learning they must approach transatlantic relations with a new maturity, and as efforts at multinational defense collaboration accelerate across Europe, there is evidence of a new approach to thinking about transatlantic relations. The transatlantic bargain was a Cold War construct suited to its time; what is required now is a transatlantic bargain that generates a new culture of transatlantic partnership, between the United States, NATO, and the European Union.
