Book Description
This volume was commissioned by the World Council of Comparative Education Societies, in memory of their Past President, David N. Wilson, who died on December 8, 2006. Professor Wilson was also President of the Comparative and International Education Society of Canada, the Comparative and International Education Society (US) and the International Society for Educational Planning. A call for papers was sent out to his colleagues worldwide, and many of his colleagues, friends and former students contributed chapters to this book. David N. Wilson was educated at Syracuse University as an educational planner, and he had a lifelong career at the Ontario Institute for Studies in Education at the University of Toronto. His main interests are reflected in the five major themes in this book: Africa and Development, Technical and Vocational Education and Training, Cross-Cultural Issues, Policy Development, and Comparative Education. Each author places his or her work firmly within these areas of interest and explains how their work or life experiences were influenced by him. Several of his children also contributed to the Introduction, and Crain Soudien, the 2007-2010 President of the WCCES, wrote the Preface. Together, all of the chapters provide a fitting tribute to a man whose heart, in the words of his former student Suwanda Sugunasiri, was always "clamouring for a better world". This work was supported financially by the Comparative, International and Development Education Centre at OISE/University of Toronto and morally by his colleagues in every part of the world.

In no part of the world today is the concept of intercultural exchange a novelty, and in many parts of the world it has even been a long tradition. Nevertheless, recent globalization forces have combined to accelerate many aspects of migration and intercultural confrontation. As a result, we see an emerging world society in which intercultural mixing and conflict are salient characteristics, rather than being exceptional situations or embryonic phases of societal development. The need for intercultural education and for intercultural dialogue in various forms has become universal. All people have an obligation to participate in- and take responsibility for- world peace, balanced sustainable development, and democratic dialogue to create “the capacity to live together.” Persistent and increasingly complex patterns of population movement, with all of the societal ramifications that accompany them, demand consideration of ways in which different societies respond to issues of intercultural education and dialogue, both historically and currently. Whose voices are taken into account in language policy and planning and whose have been ignored or more actively silenced? This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond.
