Excerpt from A Statistical Study of Infant Mortality Considerably more than a generation ago (in 1865), Dr. Farr brought the subject of Infant Mortality before the [Royal] Statistical Society, and frequently discussed it in his historic contributions to the annual reports of the Registrar-General's office. On December 19, 1893, Dr. Hugh R. Jones read before the Royal Statistical Society an exhaustive paper on "The Perils and Protection of Infant Life," which had the distinction of being the Howard Medal Prize Essay of that year. In the interim of more than forty years since Dr. Farr inaugurated the statistical discussion, so to speak, infant mortality has been a prolific subject in medical works and journals, has received perennial treatment in the reports of practically all bureaus of vital statistics, and the bibliography of the subject even up to ten years ago would constitute quite an impressive library, were all the papers on, and extended references to, this particular phase of human mortality assembled and properly indexed. In a general way, however, it may be said that only within the last few years has the topic been presented in such a light as to attract serious attention at the hands of the public at large, the discussion up to the end of the nineteenth century having practically been restricted to medical men, government officials, and professional statisticians. It is an attempt to state in a plain way the chief facts concerning a question which is not without national importance. The young of all animals are more susceptible than the adult to the influence of environment and the approach of death. Hence, it is inevitable that, even under the most favourable circumstances, the deaths of infants will furnish a large contribution to the bills of mortality. As civilisation advances, however, this should become less. That it does not, in fact, become substantially less is surely a matter calling for consideration, for' at the present time there is an annual loss to England and Wales of lives by the death of infants. In past years there has been a similar drain upon the national resources of life. But, it should not be forgotten that a rapidly declining birth-rate means that this loss of life is now operating in conjunction with a diminished income. Typewritten copies of the study were, however, made available to interested persons on request. Since then there has been a growing demand that the report be published. It was finally decided to do this after the Department of Health of New York City had given its ready consent. All important tables and graphs have been brought up to date. The text, however, as will be noted, deals with the material which was in hand when the study was closed in 1916. H., Based on Births in One Year Because of incomplete registration of births and deaths infant mor tality rates are not available for all cities in the United States, but only for those cities in which such registration is considered to be 90 per cent complete. Of such cities, according to the table, only two, Holyoke and Lowell, have higher infant mortality rates than Man chester, and the high rate in Holyoke is perhaps due in part to the presence there of a large infant asylum which receives infants born in other cities. For the registration States,1 which in 1910 comprised per cent of the population and per cent of the land area of the United States, the infant mortality rate for 1910 was 124, as computed by the Bureau of the Census. Excerpt from Infant Mortality, Montclair, N. J: A Study of Infant Mortality in a Suburban Community The Montclair Board of Health in 1913 determined to conduct an inquiry into infant mortality in Montclair, basing its inquiry upon all the births which occurred in the town during the calendar year 1912 and proceeding according to the plan adopted by the Federal Children's Bureau for its series of infant mortality studies. Schedule forms, such as had been used by the Children's Bureau in its field study in Johnstown, Pa., were furnished to the board of health, and a field agent of the bureau was sent to Montclair to explain to the local investigators the schedule questions and the bureau's methods of collecting statistical information. No Montclair nurses visited the homes of the babies, interviewed the mothers, and filled out for each baby a schedule covering the first year of its life or as much of the first year as it survived. The fourth-ward mothers were visited by the board of health nurse. The other nurse was engaged to make the investigations in the rest of the town. Behaving that a report of the results of this inquiry into infant mortality in a suburban community would be of interest, the scheduled information has been tabulated by the Children's Bureau. In the report have been included a brief description of the town, an analysis of infant mortality in Montclair in 1912, and a discussion of the various social and civic factors which in Montclair seem to have been closely related to the problem of infant mortality.
