Charting this innovation, early chapters deal with the traditional 'fines and fences' conservation that occurred in the colonial and early post-independence period, with subsequent sections focussing on the experimentation and innovation that occurred on private and communal land as a result of the break from these traditional methods. The final section deals with more recent innovations in the sector, focussing on building and strengthening the relationships between parks and society. Norman Carr (1912-1997) devoted his life to the conservation of wildlife and their habitat. He saw that this could only be achieved with the involvement and support of the local people who should benefit from it. He was the founder of game viewing safaris in Zambia. In the 1950s he enabled the establishment of a game reserve which became the Nsefu Sector of South Luangwa National Park and with Chief Nsefu he established the first camp for tourists within it. He was also influential in the development of the Kafue National Park. Carr skilfully manipulated central and local bureaucracies before and after Zambia's Independence, established a safari company which outlived him and now runs five lodges in the Luangwa Valley, pioneered walking safaris, wrote several books and raised two lion cubs which were successfully returned to the wild.

The year 2013 marked the 100th anniversary of the 1913 Land Act in South Africa which legalised the violent dispossession and alienation of the African majority from the land. It is common cause that the alienation of land for conservation purposes, introduced to Africa under colonial rule, has continued more or less uninterrupted until today. However, while nature conservation practices inevitably raise challenging questions relating to land and land use, there has thus far been little concentrated effort to bring together scholars working on the land question, particularly around issues of land tenure, with those whose work focuses on questions of nature construction and the social impacts of conservation in an African context. Compiled from research presented at a ground-breaking interdisciplinary conference held at Rhodes University in Grahamstown, South Africa, in 2012, the chapters in this book made their first appearance in a special issue of the Journal of Contemporary African Studies (JCAS) in July 2013. This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Zambia and Zimbabwe, with Angola, Botswana and Namibia, constitute the Kavango Zambezi Transfrontier Conservation Area (KaZa-TFCA), which is the largest transfrontier conservation area in the world (520 000 km²), and whose key objective is to join fragmented wildlife habitats to form an interconnected mosaic of protected areas and transboundary wildlife corridors. In this region, wildlife populations have declined over the past three decades, mainly due to poaching and loss of habitat. In this TFCA, the Sustainable Wildlife Management (SWM) Programme aims to address these challenges by promoting the model of community conservancy (CC) to diversify income-generating activities and supply a well-balanced source of wild and domestic protein. In Zimbabwe, the SWM project in KaZa supports the emerging project of Mucheni CC encompassing three wards of Binga District, in Matabeleland North Province. In Zambia, the target implementation sites are the Simalaha and Inyasemu CC, located in Southern Zambia. The SWM Programme is an initiative of the Organization of the African, Caribbean and Pacific States (OACPS) funded by the European Union and co-financed by the French Facility for Global Environment (FFEM) and the French Development Agency (AFD). This seven-year programme (2017–2024) is being implemented in 15 OACPS member countries by a consortium of partners including the Food and Agriculture Organization of the United Nations (FAO), the Centre for International Cooperation in Agricultural Research for Development (CIRAD), the Centre for International Forestry Research (CIFOR) and the Wildlife Conservation Society (WCS).
