Book Description
Excerpt from A History of the Region of Pennsylvania North of the Ohio and West of the Allegheny River, of the Indian Purchases, and of the Running of the Souther, Northern, and Western State Boundaries: An Account of the Division of the Territory for Public Purposes, and of the Lands, Laws, Titles, Settlements, Controversies, and Litigation Within This Region Probably no part of Pennsylvania is more interesting in its history, settlement, titles, and protracted litigation than that portion lying north of the Ohio and west of the Allegheny River. A century having elapsed since its purchase of the Indians, and the passage of the laws regulating its appropriation and titles, few lawyers are living familiar with these subjects. The legislation peculiar to this region was unfortunate, and gave rise to contests which for many years retarded improvement, and rendered titles uncertain. It was my fortune to begin practice when lapse of time and the Statute of Limitations began to urge a final settlement of the disputes between the "warrantees" and the "settlers." In the winter of 1829-30 accident, or good fortune, threw into my hands the second volume of Charles Smiths edition of the Laws of Pennsylvania, containing his exhaustive note(156 pages) on the Land Laws. The study of this was my preparation for a large practice in land titles. In December, 1818, John B.Wallace, Esq., had conveyed a large body of land, in Beaver County, to the Farmers and Mechanics Bank of Philadelphia. Book Description
The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.
