This book is a work that focuses on the forest environmental tax. Forest resources have played a major role in preventing global warming by absorbing carbon dioxide and supplying oxygen. However, global economic growth has adversely affected the global environment and has exacerbated global warming due to excessive consumption of forest resources. The functions or “services” of forests are diverse, but the interest of the citizenry in forest cultivation is scarce since forests are public goods. Concurrently, Japanese forestry, which has played an important role in forest conservation, is steadily declining, and it is no longer possible for private forest operators to maintain the forest environment. Therefore, in order to realize sustainable economic growth, it is necessary to formulate policies for the conservation of appropriate forest environments. Forest conservation is an especially important policy issue for Japan, where two-thirds of the country is forested. In Japan, a forest environmental tax is being introduced as a forest conservation policy. As of 2021, the forest environmental tax has already been introduced in about two-thirds of the prefectures and soon will be introduced as a national tax. In this book, the significance and issues of the forest environmental tax will be sorted out, and the status of the introduction of the forest environmental tax in Japan will be compared with that of other countries. In addition, there is additional material regarding the water source conservation fund in Toyota City, Aichi Prefecture, a system similar to the forest environmental tax.

Scholars recently have brought about a shift in their focus regarding triggering factors for landslides, from rainfall or earthquake to claiming rapid urbanization, extreme population pressure, improper land use planning, illegal hill cutting for settlements and indiscriminate deforestation. This suggests that the occurrence or probabilities of landslides are shaped by both climate-related and non-climate-related anthropogenic factors. Among these issues, land use and land cover change or improper land use planning is one of the key factors. Further climate change shapes the rainfall pattern and intensity in different parts of the world, and consequently rainfall-triggered landslides have increased. Ecosystems and biodiversity have been degraded over decades due to human activities. One of the critical causes is market failure: the current market only accounts tangible resources and neglects intangible functions, such as climate control and natural hazard mitigation. Under such circumstances in capitalism, land conversion and resource exploitation, which generate financial income, are highly prioritised over conservation, which is not necessarily beneficial in monetary terms. To halt ecosystem degradation, thus, the values of ecosystem services need to be visualised and economic instruments for ecosystem conservation should be further developed. This book focuses on these two aspects and performs several studies, including valuation of ecosystem services, productivity analysis, institutional design of payment for ecosystem services (PES), impact assessment of reduction emission from deforestation and forest degradation (REDD), and economic experiment of mitigation banking scheme. From these analysis, economic values of ecosystem services are demonstrated from both supply and demand side, and the directions for improving economic instruments are indicated both directly and indirectly. Conservation as a tool of colonialism in early twentieth-century Korea Japanese colonial rule in Korea (1905–1945) ushered in natural resource management programs that profoundly altered access to and ownership of the peninsula’s extensive mountains and forests. Under the banner of “forest love,” the colonial government set out to restructure the rhythms and routines of agrarian life, targeting everything from home heating to food preparation. Timber industrialists, meanwhile, channeled Korea’s forest resources into supply chains that grew in tandem with Japan’s imperial sphere. These mechanisms of resource control were only fortified after 1937, when the peninsula and its forests were mobilized for total war. In this wide-ranging study David Fedman explores Japanese imperialism through the lens of forest conservation in colonial Korea—a project of environmental rule that outlived the empire itself. Holding up for scrutiny the notion of conservation, Seeds of Control examines the roots of Japanese ideas about the Korean landscape, as well as the consequences and aftermath of Japanese approaches to Korea’s “greenification.” Drawing from sources in Japanese and Korean, Fedman writes colonized lands into Japanese environmental history, revealing a largely untold story of green imperialism in Asia.

Every foreign traveler in Japan is delighted by the verdant forest-shrouded mountains that thrust skyward from one end of the island chain to the other. The Japanese themselves are conscious of the lush green of their homeland, which they sometimes refer to as "the green archipelago." Yet, based on its fragile geography and centuries of extremely dense human occupation, Japan today should be an impoverished, slum-ridden, peasant society subsisting on a barren, eroded moonscape characterized by bald mountains and debris-strewn lowlands. In fact, as Conrad Totman argues in this pathbreaking work based on prodigious research, this lush verdue is not a monument to nature's benevolence and Japanese aesthetic sensibilities, but the hard-earned result of generations of human toil that have converted the archipelago into one great forest preserve. Indeed, the author shows that until the late 1600s Japan was well on her way to ecological disaster due to exploitative forestry. During the Tokugawa period, however, an extraordinary change took place resulting in a system of "regenerative forestry" that averted the devastation of Japan's forests. The Green Archipelago is the only major Western-language work on this subject and a landmark not only in Japanese history, but in the history of the environment.
