Book Description
This thesis is a descriptive study of the emergence of a new technology. This examination deals with early experimentation of electronic monitoring devices within the behavioral sciences setting, and traces its development and use up to the current period. Environmental factors which have helped electronic monitoring shift from an experimental model to a working tool within corrections are also examined. Following a review of the available literature, issues and controversies surrounding electronic monitoring are explored. The data utilized in this study was obtained through two primary sources. The first was a literature review in which numerous sources where considered in order to trace the emergence and development of electronic monitoring within the United States. Secondly, legislation was examined in order to support thesis arguments. Based on the results of the review of the literature and legislation, two conclusions were reached. First, the use of electronic monitoring will probably increase the efficiency of the corrections system employing it. This efficiency may increase prison and jail populations. Secondly, this new technology will continue to grow within the field of corrections, and risks can be expected, since many new programs are coming on-line before any scientific study on electronic monitoring can be conducted and evaluated.

Book Description
This book offers a systematic, sociological and penological exploration of the most up-to-date uses of electronic tagging (also known as electronic monitoring). With increasingly overcrowded prisons, electronic tagging has been proposed as an alternative form of punishment, and interest in this topic is growing throughout Europe. Current debates and research have often been limited to policy evaluation and effectiveness, whereas Electronic Monitoring examines the brand of punishment from a social-science perspective. This book explores the uses and history of electronic tagging, and draws upon the work of the Dutch criminologist Willem Nagel to reflect upon this form of punishment by examining its functions and dysfunctions. It speaks to those interested in criminal justice reform, surveillance, penology and penal innovation and probation.

Book Description
Electronic monitoring of offenders in the criminal justice system is a trend that continues to expand in the U.S. and abroad. The history of the technology is reviewed as is the prevalence and usage of EM systems on a global scale. Specifically, this document examines the commonly held pros and cons to EM use in the criminal justice system and potentially relevant theoretical perspectives to support justifying EM's existence and use. Electronic monitoring programs from the United States, Sweden, and the United Kingdom are examined to understand programmatic differences in theoretical assumptions, structure, and monitoring. In conclusion, this document identifies a series of questions and issues, absent from the research published to date, which may provide further understanding of the technology and its role within the criminal justice arena.
