A summary is presented of a comprehensive investigation of the structural behavior of a pavement of the flexible type constructed under carefully controlled conditions on a uniform comparatively poor subgrade. a brief review is presented of the material in previous reports with emphasis on the test methods and procedures developed. all loading tests reported were made statically by applying known loads to the surface, the base source or the subgrade, through rigid steel circular plates and measuring the resulting structure.
