This thesis seeks to qualitatively define successful practices for working with the families of English Language Learners (ELLs) at a secondary school in Southeastern San Diego. Through the use of semi-structured interviews and short, demographic surveys with school administrators, teachers, and staff members, successful practices will be identified. By describing practices currently in use by a school that has a successful record of educating ELLs, this research seeks to provide specific, practical strategies that can be used by teachers in similar settings serving a similar population. The research seeks to share successful practices that are specific and practical for improving involvement of families. The school was chosen for its 100% graduation rate and 100% enrollment rate at a 2 or 4 year college.

Due to the changing demographics in the public schools in California and around the country, it is important to look at the specific population of Spanish speaking parents of English language learner students and whether the involvement of these parents affects student achievement. This study determined impacts of parent involvement on first and second grade English Learner student achievement in Fontana, California. This study describes a quantitative analysis that examined Spanish speaking parents of English language learner students’ beliefs about their involvement as well as the first and second grade classroom teachers’ thoughts on the role that parent involvement plays in student success. Parents of ELL students in first and second grade classrooms at Maple Elementary School in Fontana, California answered questionnaires that inquired about their role in their child’s education as well as how and where parent involvement takes place. Data shows there are multiple ways that parents of ELL students are involved in their children’s education, and not all these ways are solely tied to helping out in the classroom. Different schools and districts use a variety of strategies to involved parents of English language learners. Specifically, Maple Elementary School has a community aide that puts together Family Nights and invites parents to attend these themed events. The school also has several staff that are Spanish speakers and always has someone available to speak to any parent that does not speak English. The data also shows that students who have parental involvement at home and/or at school are reaching the district set goals for their grade level.

The purpose of this qualitative case study is to examine the involvement of Latino parents of elementary English language learner students with distance learning during the COVID-19 pandemic. This case study explored Latino parental involvement, in order to help further understand the inequities for Latinos with distance learning and examine how parents understand involvement in their children's education. This qualitative case study utilized sixteen semi-structured parent interviews, two teacher focus groups with a total of eight teachers, and one administrator interview, in order to determine the emerging themes and patterns. Teacher participants in this study possessed between six and fourteen years of teaching experience and are currently teaching classes in 1st grade and 4th grade. The administrator participant possessed 27 years of experience in education. This study was conducted based on the Critical Race Theory (CRT) and Latino Critical Theory (LatCrit) as conceptual frameworks that offer a way to analyze parental involvement and develop more culturally relevant practices using a social justice lens. Implications for social change include knowledge useful for administrators, teachers, parents, and other researchers who desire direction in improving Latino parental involvement and increasing student achievement.

There is much variability with regard to the type, depth and effectiveness of training teachers receive in understanding and meeting the needs of English language learners (ELLs) in public schools across the country, yet the rise in the number of learners has been substantial. Although it is important that teachers have knowledge and skills related to instructional methods and approaches for teaching ESL, they may also be confronted with policies that disadvantage ELLs, such as compulsory standardized testing, and unrealistic curriculum demands. They may also lack appropriate resources, and be faced with learners who have learning disabilities and behavioral issues associated with culture shock. The book is designed to present classroom-oriented topics that are fundamental to the professional development of pre-service, novice, and veteran teachers working with ELLs.
