Altaic Studies deal with a group of languages (and respective cultures) that show obvious similarities: Turkic, Mongol and Manchu-Tungus. Whether they are really related or whether they just influenced each other remains a matter of scholarly discussion. The Permanent International Altaistic Conference (PIAC) was established in 1957 as a working group to further research on this issue. Annual meetings have since been taking place in different countries, and the respective proceedings offer a wealth of information on the Altaic languages and cultures. The 2016 meeting took place at Ardahan, Turkey, a new and modern university close to the borders of Georgia and Armenia; it covered a wide range of subjects of which a peer-reviewed selection is published in the present volume. The papers deal with an Old Turkic inscription, the Bâbur-nâma (memoirs of Bâbur), Crimean history, Uighur calligraphy, the modern role of the Kazakh language, the ancestor cult in Turkic traditions, administrative and state concepts in the 18th century Chinese imperial pentaglot dictionary (which includes Turki), an appreciation of Denis Sinor (1916-2011), celebrated Altaist and for many years secretary general of the PIAC, the publishing projects of the outstanding Lamaist scholar and politician Lalitavajra (Rol-pa'i rdo-rje) and several poetic travelogues in Mongolia. The editors are members of the PIAC: Barbara Kellner-Heinkele is Prof. emer. of Turkic Studies (Free University of Berlin) and secretary general of the PIAC, Oliver Corff is an independent scholar of Chinese Studies, Hartmut Walravens is retired from his positions at the Berlin State Library and as Director of the worldwide ISBN system.

The Handbook introduces to readers (accessibly for specialist and non-specialist scholars, students and layman audiences) the diverse universe of non-state actors (NSAs) that have played or are currently playing a significant role in the context of East-West relations (from 1945 to the present). With a view to the oft-seen political debates about which non- state actors may be independent or controlled by particular states, and in what ways they may be useful or harmful to the interests of particular actors, this volume is interested in analysing and assessing the relationship of NSAs to key state actors in the context of the politics of East-West relations. Key state actors in this context include more than just the United States (on the one hand) and the Soviet Union or Russia (on the other hand). To offer a structured overview, the volume explores possible typologies of the relationships conceivable between NSAs and states. New concepts and organising principles are presented, to support a process-tracing analysis of the evolution of proxy ships, partnerships and other types of connections between states and non-state actors. Degrees, sources and types of control and influence are considered. Further, the Handbook's chapters also examine NSAs’ impact on the dynamics of interstate conflict and cooperation in the East-West dimension. In studying one of the world's oldest and most enduring musical cultures, academics have consistently missed one of the richest forms of Chinese cultural expression: performed narratives. Francesca R. Sborgi Lawson explores the relationships between language and music in the performance of four narrative genres in the city of Tianjin, China, based upon original field research conducted in the People's Republic of China in the mid 1980s and in 1991. The author emphasizes the unique nature of oral performances in China: these genres are both musical and literary and yet are considered to be neither music nor literature. Lawson employs extensive examples of the complex interaction of music and language in each genre, all the while relating those analyses to broader cultural issues and to patterns of social relationships. The narrative arts known as shuochang (speaking-singing) are depicted as genres that constitute a unique communicative discourse”the communication of stories in song. The genres subsumed under the native conception of shuochang include Tianjin Popular Tunes, Beijing Drumsong, Clappertales and Comic Routines. The maximum utilization of shuo (speaking) and chang (singing) in all their varying manifestations constitutes the vitality of the traditional narrative arts in the city of Tianjin”the center for these arts in North China. The variety of narrative forms provides entertainment for audiences representing all social strata of Chinese society. The author argues that Chinese narrative traditions represent a foundation from which certain Chinese literary and operatic traditions have borrowed, such as how the novels from the Ming-Qing period draw on the performed narrative arts both in style and in content. Hence, an understanding of performed narratives is not only useful to scholars in Chinese literature and music, but also to scholars interested in broadening their understanding of China generally.

This study proposes a new view of glossing as a universal phenomenon. Starting from the Psalter, a centrepiece of devotion and education in early medieval Europe, it combines historical sociolinguistics, comparative philology, manuscript studies and cultural history in order to assess and compare the interface of Latin with Old Irish, Old English, Old Frisian, Old Saxon and Old High German within the context of its multilingual and textual culture. The papers brought together in the present volume deal with grammatical, lexical, onomastic and historical issues of non-Muslim Turkic languages and dialects spoken in South Siberia, in Mongolia and in China, and with the areal and genetic relationships between them.
