Book Description
"Each experience described here has its own history, as can be seen in each one of the chapters. Yet, all of them are part of a single reform process with shared historical roots and influences ... As proved by the experiences included in this book, a great deal can be learned from mental health reforms in Latin America and the Caribbean. On the one hand, each initiative developed truly original and innovative solutions for some of the problems usually encountered in the reform processes. Obviously, many of the innovative solutions can be applied in those countries that are at a similar stage of development as the Latin American and Caribbean countries where the reported experiences took place. However, many of these innovations also can be useful to any country interested in reforming its mental health services, regardless of the country's degree of development. I also believe that the reform of mental health services in Latin America and the Caribbean--given specific aspects such as the dynamic following the Caracas Declaration and the impact of international cooperation--help us to better understand the real importance of some factors, such as social and political aspects and international cooperation, in implementing mental health service reforms."--p. iv.

Book Description
Drawing on the research and experience of fifteen internationally recognized Latin America scholars, this insightful text presents an overview of inter-American relations during the first decade of the twenty-first century. This unique collection identifies broad changes in the international system that have had significant affects in the Western Hemisphere, including issues of politics and economics, the securitization of U.S. foreign policy, balancing U.S. primacy, the wider impact of the world beyond the Americas, especially the rise of China, and the complexities of relationships between neighbors. Contemporary U.S.-Latin American Relations focuses on the near-neighbors of the United States—Mexico, Cuba, the Caribbean and Central America—as well as the larger countries of South America—including Argentina, Brazil, Chile, Colombia, Peru, and Venezuela. Each chapter addresses a country’s relations with the United States, and each considers themes that are unique to that country’s bilateral relations as well as those themes that are more general to the relations of Latin America as a whole. This cohesive and accessible volume is required reading for Latin American politics students and scholars alike.

Book Description
Twenty-first century Latin America is rich in history, culture, and political and social experimentation. In this fascinating and insightful analysis, Gardini looks at contemporary developments at three interconnected levels: state, region and globe. At the state level, leaders such as Evo Morales of Bolivia and Chavez of Venezuela embody a renewed intellectual autonomy in the continent, while revealing significant discrepancies between their rhetoric and their actions. At the regional level, while a consensus has emerged over Latin American unity as the only way towards development, the existence of several competing schemes of regional economic and political integration more accurately reflect the diversity of the area. At the global level, elements of change, such as the rise of Brazil and the involvement of China as a new trade partner, sit alongside traits of continuity, such as the crucial political, economic and ideational role played by Washington. Overall, Gardini argues that despite the numerous challenges to be faced, Latin America is now more wealthy, autonomous and better-placed in global geopolitics than at any time in its recent history.

Book Description
'Beyond Survival' breaks new ground in the ongoing debate about health finance and financial protection from the costs of health care. The evidence and discussion support the need to consider financial protection, in addition to health status, as a policy objective when setting priorities for health systems. This book reviews the Latin American experience with health reform in the last 20 years and the fundamentals of health system financing, using new evidence to show the magnitude and mechanisms that determine the impoverishing effects of health events (diseases, accidents, and those of the life cycle). It provides options for policy makers on how to protect, and help household to protect themselves, against this impoverishment. The authors use empirical evidence from six case studies commissioned for this report, on Argentina, Chile, Colombia, Ecuador, Honduras, and Mexico. This book provides policy makers with a solid conceptual basis for decisions on the contents of mandatory health insurance benefit packages, choices of financing mechanisms, and the roles of public policy in this field. 'Beyond Survival' provides an in-depth analysis of, and organizational alternatives for, risk pooling and health insurance for financial protection. It analyzes the urgent need to extend risk pooling to the informal sector, the challenges for current social insurance arrangements, and options for policy makers to effectively extend risk pooling to the informal sector.

Book Description
Hospitals are at the center of the health care universe in Brazil. When ill, many Brazilians go straight to the hospital for want of a family doctor or primary care network. Hospitals are a critical part of the government's budget, absorbing nearly 70 percent of public spending on health. Hospitals influence the ebb and flow of politician's careers when hospital mishaps hit the headlines or the limelight falls on high-performing hospitals. Hospitals are at the forefront of policy discussions in Brazil. The discussions reflect their promise as centers of technological innovation and medical advances as well as widespread concern about their cost and quality. Brazilian hospitals are important to many people for many different reasons. What makes hospitals important is easy to understand. What makes hospitals deliver quality care efficiently or not is much harder to grasp. Can Brazil improve the performance of its hospitals? The evidence presented in this volume suggests that the answer is yes. However, it will take strong leadership, coordinated efforts of federal, state, and municipal governments, direct engagement with the private health sector, and systematic but continuous vision, policies, and actions. Such enabling factors have been generally weak or absent in the Brazilian health system. Promising initiatives have often been gutted or scrapped after changes of government.
