Book Description
This is the only modern comprehensive constitutional history of any state, and as a history of Virgina, it is one of the oldest and most complex. Virginia's state legislature is the Virginia General Assembly, which was established in July 1619, making it the oldest current lawmaking body in North America. Brent Tarter's Constitutional History of Virginia covers over three hundred years of Virginia's legislative policy, from colony to statehood, revealing its political and legal backstory. From the very beginning in 1606, when James I chartered the Virginia Company to establish a commercial outpost on the Atlantic coast of North America, through the first two decades of the twenty-first century, the fundamental constitutions of the colony and state of Virginia have evolved and changed as the demographic, economic, political, and cultural characteristics of Virginia changed. Elements of the colonial constitution influenced the character of the state's first constitution in 1776, and changing relationships between the people and their government, as well as relationships between the state and federal governments, have influenced how the state's constitution has evolved. Tarter explores that evolution and taps into its relevance to the people who have lived and still live in Virginia.

Book Description
The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

Book Description
The Civil War historian and author of A Season of Slaughter continues his engaging account of the Overland Campaign in this vivid chronicle. By May of 1864, Federal commander Ulysses S. Grant had resolved to destroy his Confederate adversaries through attrition if by no other means. Meanwhile, his Confederate counterpart, Robert E. Lee, looked for an opportunity to regain the offensive initiative. “We must strike them a blow,” he told his lieutenants. But Grant’s war of attrition began to take its toll in a more insidious way. Both army commanders—exhausted and fighting off illness—began to feel the continuous, merciless grind of combat in very personal ways. Punch-drunk tired, they began to second-guess themselves, missing opportunities and making mistakes. As a result, along the banks of the North Anna River, commanders on both sides brought their armies to the brink of destruction without even knowing it.

Book Description
Madison & Adams Press presents the Civil War Memories Series. This meticulous selection of the firsthand accounts, memoirs and diaries is specially comprised for Civil War enthusiasts and all people curious about the personal accounts and true life stories of the unknown soldiers, the well known commanders, politicians, nurses and civilians amidst the war. "Of all the peoples known in history, the American people most readily forget yesterday; I publish this Diary in order to recall yesterday to the memory of my countrymen. In this Diary I recorded what I heard and saw myself, and what I heard from others, on whose veracity I can implicitly rely. I recorded impressions as immediately as I felt them. A life almost wholly spent in the tempests and among the breakers of our times has taught me that the first impressions are the purest and the best."

Book Description
Many are aware that gerrymandering exists and suspect it plays a role in our elections, but its history goes far deeper, and its impacts are far greater, than most realize. In his latest book, Brent Tarter focuses on Virginia’s long history of gerrymandering to uncover its immense influence on the state’s politics and to provide perspective on how the practice impacts politics nationally. Offering the first in-depth historical study of gerrymanders in Virginia, Tarter exposes practices going back to nineteenth century and colonial times and explains how they protected land owners’ and slave owners’ interests. The consequences of redistricting and reapportionment in modern Virginia—in effect giving a partisan minority the upper hand in all public policy decisions—become much clearer in light of this history. Where the discussion of gerrymandering has typically emphasized political parties’ control of Congress, Tarter focuses on the state legislatures that determine congressional district lines and, in most states, even those of their own districts. On the eve of the 2021 session of the General Assembly, which will redraw district lines for Virginia’s state Senate and House of Delegates, as well as for the U.S. House of Representatives, Tarter’s book provides an eye-opening investigation of gerrymandering and its pervasive effect on our local, state, and national politics and government.

Book Description
The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.
