The Census will be the 21st in a series carried out every 10 years in England and Wales since 1801, except 1941. The census provides reliable information on the number and characteristics of the population and their holdholds which is used by government, local authorities, the health service, the education and academic community, commercial business and professional organisations. Key design features of this census will be as follows: that the 2011 Census will cover everyone usually resident in England and Wales; forms will be primarily delivered by post, with the public being able to return completed forms either by post, online or via doorstep collection; there will be more questions in this census, covering issues such as national identity and citizenship, ethnicity, second residences, language, civil partnerships, and the date of entry into the UK for immigrants.
