This book takes the next step in the study of the civil rights movement in the United States. To date, the vast majority of books on the civil rights movement have analyzed either the origins and philosophies, or the strategies and tactics of the movement. When the Marching Stopped is the first comprehensive and systematic study of the various civil rights regulatory agencies created under Titles VI and VII of the 1964 Civil Rights Act. The development of these agencies and the subsequent attainment of regulatory power is certainly one of the most significant achievements of the movement. Walton begins with the creation of the regulatory agencies in 1964 under President Johnson, and continues to describe and evaluate them through the Reagan presidency, exploring the creation, structuring, staffing, financing, and attainments of these agencies. The book also compares the work of these new civil rights regulatory agencies with earlier efforts ranging from Reconstruction to the late 1930s and early 1940s. An introduction by Mary Frances Berry adds important insights to Waltons monumental efforts.

Based on formal content analysis of the writings of Admiral Sergei G. Gorshkov and past Soviet ministers of defense and heads of the Politburo, James J. Tritten interprets what the Soviets say they will do in the event of nuclear war. He then constructs a hardware and exercise analysis of the strategic employment of the Soviet Navy in a nuclear war, offering three possible cases–the a bolt from the blue, with existing forces on patrol; full mobilization; and a plausible case of partial mobilization. In addition, Dr. Tritten examines, from a Soviet perspective, concepts of deterrence, the strategic goals and missions of the fleet, nuclear targeting policy, the Sea Lines of Communication (SLOC) disruption mission, and the potential for tactical nuclear warfare limited to the sea. The third triennial congress of the International Society for Diseases of the Esophagus (lSDE) was held in Munich in September 1986 under the presidency of J. Rudiger Siewert. The very well organized and epoch-making meeting was part of the International Esophageal Week and was held in conjunction with the International Conference of Esophageal Diseases, the European Study Group of Diseases of the Esophagus (GEEMO), and International Organization for Statistical Studies of Esophageal Diseases (OESO).
